Training program for hospital management

Developing of a training program for hospital management in Romania

Summary of the project proposal:


The project will result in the developing of a model for a training program – and complementary a training manual – for persons responsible in hospital management.
Due to the recent reforms and the organising of primary care services, the hospitals are gradually becoming an important specialised health institution. As a consequence, there is   an urgent need for experienced health managers in order to make the hospitals economical viable, further guaranteeing an accessible good quality health care. Recent reforms have accentuated on the decentralisation of services out of the hospital, but this requires also a new positioning of the hospital in the health scheme.

This can only be possible if the management is strengthened to face new challenges such as:  the improving of the quality care (developing of quality standards), the interrelation with primary services, economic management of health services, negotiating with public health financing system, co-operation with local authorities, relations with primary health services and with patients (including the system of discharging patients from hospitals and after-care). 


After the elaboration of the training program and the manual by a mixed Flemish-Romanian expert team, the training will be implemented in two pilot-regions: Vrancea region and Bucharest region. During and after this test-implementation, monitored by the Flemish-Romanian steering group, several evaluations of the training program will be made in order to improve the model according the needs of the Romanian partners. The Ministry of Health and different Romanian Health Academies will receive the final evaluation of the project and the training manual, so that it can be further implemented in other regions of the country.
